Connection speed is the maximimum you can get. In real life you're limited by the response times of all the servers that your traffic passes through. A common problem is ISPs not having enough server capacity to cope, especially at busy times. Some of the fora in particular are just bloody awful.

If you're really struggling, you can often get a boost by clearing the router cache. Power it off, then back on again.

The speedtests being posted both by Deej using his ISP's PoP, and by others using speedtest.net and speakeasy.net, and is not subject really to server load, as it is a bandwidth utilization test, 1 major hop away. Clearing the router cache will only help with latency and resolution issues, not necessarily throughput - at least not to the degree of getting 1/10th the throughput as earlier in the day. It is clearly an issue of trying to shove a grapefruit down a soda straw, and falls on his ISP to resolve.

Depends on what his problems are, I suppose. I find opening pages gets slow, but once established, big downloads run at near connection speed. It's latency and name resolution that causes my problems. That said I get about the same real response at work on a 100Mb connection as I get at home on a 5Mb, but obviously much faster file transfers from the office. Slow downloads are more connection speed related and an issue for the ISP or line provider.
