Default HID for dummy (me)

I have HID kit in low beam. I am reading some of these forums and it seems like if I add another Ballast and HID bulb to the high beam side that it will not work when i turn my high beam on. Is this true? is there any way around this?
I was planning on just throwing an HID kit on my high beam side and keeping both lights on at all times( i never really use high beams, but i get tired of people telling me i have a bulb burnt out)... now will this blind people??? is there any way i can angle the bulb down? or is it the reflectors that makes the light higher?

I dont want to do this if i getevery MFer brake checking me because my highbeam is causing UV damage to their eyes.

Yes, you can run HID's on both sides and have them bothon all the time. You just have to wire it correctly and use the high beam switch to keep them both on. You can also adjust the RH headlamp down to match the LH low beam side.

If you don't adjust the RH (High Beam) side down, you'll be blinding & pissing of oncoming drivers.

There is a phillips screw at the Top RH corner of the headlights to raise or lower the High beam. Turn it about 3 turns counter-clockwise to lower it.Do no turn the pastic ****; that is for adjusting the Left to Right reflection.
