Default 2013 Ninja 650 Gas Tank Capacity

When my 650 fuel meter reads that it's on the last bar I go to the gas station. The tank supposedly has a 4.2 gallon capacity, but each time I fill it the pump stops at 2.5 gallons. Why is this? Part of the reason I bought this bike was for it's fuel tank capacity...but first hand experience tells a grossly different story compared to what Kawasaki is advertising on their website. Are gas tanks like computer hard drives where the advertised capacity is larger than the actual capacity...and if so isn't an over 40% decrease in advertised to actual pretty darn significant? Thanks in advance (TIA)!

Reading through the owners manual...when the display shows that you're at your last bar of fuel, you have approximately 1.1 gallons in your tank to get to a gas station. I guess that's close enough to 4.2.
