Default bike wont start

i bought my Kawasaki EX 500 motorawhile ago along with all the wiring and frame and evertthing it needs to run. All i want is a running motor..It was in good, running condition b4 it sat in the mans garage that sold it to me.The carbs were really dirty from itsitting so long. I complety cleaned them and rebuit them properly. The bike STILL wont start. Everytime i try to start it, flames shoot out of the exhaust and carbs; mostly the exhaust..... Is the timing off? somthing with the wiring? please help me!! this project is taking me way too long.. Thanks

How does a perfectly good engine get out of tune as far as the timing goes? Any other mods? Then go back to basics with the carbs.
