I don't see how they consider it too dangerous since alot of countries use the ninja 250 as a persons very first starter bike.
Also consider the fact that you're looking to switch from a 50cc 2-stroke dual-sport, to a 250cc 4-stroke sport bike. The change in power won't be as dramatic as they might be thinking. The ninja 250 is a very forgiving bike as in you can make mistakes with it and not cause alot of problems.
The power will probably be smoother then you're used and with the added weight of the ninja along with the wind protection from the fairings I think you'll find it quite an easy and safe to operate bike.

Not a lot of countries use a 250 as a starter bike - only really the States and perhaps Australia/NZ. I don't count third world and emerging geographies.
I don't know about Greece specifically, but the standard in the EU, of which Greece is a member, is for the first bike to be a 125 of less than 12KW power. That means that the first thing that you must do is to check the licence rules in Greece. You may find that you need to pass a full motorcycle test before you can ride a 250.
That said, if you're reasonably competent on the 50 and used to riding in the local traffic, a 250 isn't really too big a bike to move on to.
