2008 ninja 250 update
I now have over 500 miles on the bike. So last night I was doing 60mph down the freeway and drop it in to 4th. I took it up to 13,000 hit 5th and took it up to 13,000. That is about 90 mph. It revvs nice and clean all the way up to 13,000. It keeps pulling all the way up to 90mph. Not like a 600 but it sure is a blast to ride.

damn, didnt think the 250's would go that fast, what do they redlne at?

I've had my 250R just over 100 mph before. They will move if you want them to.

Everything up through 2007 has a rev limiter @ 14,200 rpm, and top speeds run between 105-115 mph depending on rider weight. I don't know what the 2008 does, but it was my understanding it trades a few rpm for better low-speed grunt. I'm sure the single pipe has a lot to do with that.
