Lots of reasons. The two biggest would probably be homogolation, for one (the fee [$100,000, if I recall correctly] to have an engine tested for emissions and approval for sale in the U.S.) and/or the inability to of said engine to not pass CARB standards. Also, expected interest/amount of sales versus the cost of importation and manufacture.
There are many motorcycles sold in other countries, that would be nice to have the option to buy in the U.S., but, overall, they don't feel we want them, or, it's more cost effective to sell us the same old stuff, with "Bold new graphics!". The homogolation process keeps bikes around for a long time, as well, because, once it passes, it's ok to continue selling it, regardless of any new standards, until there is a gap in sales of that vehicle. For example, the Kawasaki KE100, was a two stroke Dual Sport, that would never pass current emissions, but, was available for sale until a couple years ago, because it was grandfathered in.
Also, smaller companies like KTM, Husqvarna, etc, that sell under a certain amount of a particular model (2000 units, if I recall), are exempt from some of those standards, as well.
