Tire wear and front end vibration

I generally run Dunlop 606's so, they are pretty smooth on asphalt roads. As noted above, the first two issues I would look for are 1) out of round from sitting too long in one spot and 2) tire balance.
I haven't warped or worn out my front brake rotor and I use the front brake pretty hard on the street. Putting your KLX on a stand and rotate the front wheel. A bad rotor will be easy to spot that way.
Regarding tire wear, the ***** are the wear indicator!
Most people will replace the tire due to lost traction off-road before the tire is generally at its end of life regarding general tire safety. Realize the traction loss though before you hit rain-soaked streets if you are commuting because a worn-out knobby on the street can be super slick (i.e. low traction) and is more prone to punctures.
And congrats on your 2007 model! The 2006 and 2007 have the older KDX/KLX-300 off-road suspension setup! Mine will take the speed bumps at the exit gate at work at ~40MPH/~65KMH with the front forks sprung for my weight!

I bet you have rim locks for low-pressure tire use. Those will definitely do what you describe on the street.

Good news! A bent rotor is an easy fix relative to most of the other options.

It depends on what you are doing with it. For real off-road use, the longer travel suspension is a real asset. For street use, commuting, etc. with light off-road use, the 2009+ with its lower seat height has its advantages.

Wait, so I have a 2019 KLX250S. What suspension do I have? I thought for example the shock was the same as the old KDX even on the newer bikes.

If you spring things correctly for your weight, you can improve the suspension quality. Then there is valving and oil viscosity to consider for further improvements.
In my case, I started with springs in the front forks because of the nose dive and weight transfer with front braking.

If you have a KLX250S you can use any KLX brake rotor. It isn't unusual to find used KLX300R rotors on ebay for around $30, I even snagged one for $20, just because I could. My bike's front rotor was marked as for a KX, so even some of them use the same rotor diameter and bolt pattern. The only thing that changes on the 300R and 250R and S models, is the rotors may have slots instead of holes in the rotor or the center may have a different color or cut outs. The bolt patterns will be the same. Kawasaki used the same general hub design on a lot of their off roaders, only changing some machining for speedometers. My 1995 KLX650C brake rotor will bolt on my 2009 KLX250R.
The SF has a larger rotor that can only be used if you have the brake caliper carrier to move the caliper to fit the rotor.
