truth! ...150/70-17 rear and 120/70-17 was way too big...handling is sluggish on the twisties...but..super comfy ride on the freeways....i'll go back down a size when it wears...

Also does it really matter if I run too high of a speed rating? My SF can't go above 75mph but the only pirielli rosso II's I could find in the right size were H(130mph) rated

NO! Not in the least, you'll have a great safety margin (and a goal to shoot for )
