Throttle restrictor on carb
Ok excuse this question as I am sure there is a really obvious answer, however. On the side of the carby the two throttle cables are connected to a part that controls throttle opening and closing. Idle speed is controlled by a adjustable screw, WOT is controlled by physical shape of this part.
Now my question is can this physical piece of metal that controls the maximum amount that the throttle is opened be moded (ground back a few millimeters) to increase the throttle opening?
Does that even make any sense?

You didn't finish...45mph and 200mpg.

OP if you've ever seen the butterfly with the carb off you will see that it is full open at WOT, therefore grinding the bracket back will not do anything except for damage the carb probably.

Thanks PSUdude85, thats what I was trying to allude to in a not very clear, know very little about carb terminology kind of way. I was told that straight from the factory a throttle restriction was in place and I figured this may have been how they did it??

I don't recall any type of throttle restriction, but there is one hell of any engine restriction which can be solved by removing airbox, rejetting the carb, and adding an aftermarket exhaust to it!
