Can't say on the details man, I personally would *not* put money into a 4 stroke, a 250 no less that old. I can't tell how its been rode, and how many hands its been in.
I would say go to thumpertalk.com and find their WR250f boards for the answers you are after. There will be guys with that bike, guys that used to have that bike, and guys that know everything about that bike but never had one. Over here, well we are all here because of the green machine, so its probably hit or miss on our knowledge on these other bikes.

I had a 03 wr250 with the free mods to open it up and it was a great bike. The 03 was the first year for the electric start or they called it the majic button. The only knock on it that it was a little top heavy. Check thumpertalk I believe you can add something from the 02 and later bikes to make the 01 easier to kick start. Check out the ktm 2 smokes I see 200 - 300exc's in this price range all the time. Great low maintenace bikes with non offroad title.

Just a thought, but for less than 2,000.00 you can make your KLX rip. I'd love to find a WR 250 to scrap with. I finished a 1/8 mile drag with an older KTM 520 almost close enough to reach out and touch his rear fender. The really good part is that the KLX, after the build, feels tight, quiet, runs cool and still has all the great characteristics I liked right from the start. Only now it has the power and I have the satisfaction of bringing it to this point. And it was easy work to do.
As for the WR. I know they're good bikes overall, but I've ridden with a friend on a WR 450 twice and he has had overheating problems at low speeds both times. I don't know if he has a problem with his bike or if that's a characteristic of them since they're made primarily for fast woods work. Maybe the 250 would be better.
