I don't know for sure, but if the motorcycle industry is anything like the electronice industry I used to work in, warranty was a pain.
You make no margin on the parts and only get a fixed, very low, amount for labor.
Then you had to claim and wait to get paid.

Get the client to pay and it's full mark up on the parts, full wack for labor and get paid now.
It's not rocket science as to why they don't want to do it under warranty.

But that's just too bad.
Don't like the heat, get out of the kitchen.
No way I would except that a steering stem bearing should fail and it not be covered.

What next, swing arm and wheel bearings?

Read about the poor amount of grease applied in the factory on many Japanese bikes, not just Kawa'. With this in hand I insisted the dealer re-grease the head bearings and swingarm pivot/suspension linkages with quality grease when I purchased the bike. They were only to happy to help. Saved me a job. I'm pretty sure some keen pressure washing doesn't help. It's the sponge and bucket for me, always has been.

Not only do you get to do the preventative maitanence required, you also get to check and clean the stuff that otherwise gets forgotten.
