The general rule is:
If you need to go more than 2.5 turns out, then you need to go one size up on the pilot.
If you need to go less than 0.5 turns out, then you need to go one size down on the pilot.

I think you got it backwards. If you need to be at 2.5 turns with a 40 pilot, then why would you want to go down in size?
