As long as you don't drive between 35-45 mph you'll be fine.

It's been getting worse otherwise I'd deal with it. now its 30-60mph

To check wheel balance- get the tire off the ground, spin it, if it doesn't spin smoothly and appears to have a heavy spot that wants to stay on the bottom, it's unbalanced...
Make sure you have no drag from your brakes !

i know if i watched the tire when i spun the wheel i could see it eblong if the tire was not seated correctly

My guess is improper tire install or a bum tire

You don't have to have a static balancer. You can do it with a well lubed axle and jackstands.

It is balanced, the break rubs, but not unevenly so the rotor isn't bent. When spun if you look at the tire head on it is straight and true, but when looked at horizontally you can see the tread moves up and down about 1-2cm. I ordered a new tire and hopefully this clears up this problem. I can't ride my baby till monday

over 1 cm is a lot of out of round. You should be able to get a return on that tire. Like others said, it may be not seated correctly or part of the tube is stuck under the bead. Mark the area of high spot with a grease marker & break the tire down an see if you can spot this problem.

Are you sure about that 1-2cm measurement? As durielk suggests, that's a huge amount. 1cm is 10mm. I also agree with insuring that the tire bead is fully seated...maybe use a little Armorall spray on the bead and try to reseat it.
