I put the shinko 244 tires on my bike and I too have the same bouncing feel around 35-45, I don't think there's much to do about it, I did a static balance on the front wheel and it ended up taking 1.25 oz to balance it out but still bounces at that speed. I was told that the heavier tire makes it do that and when it reaches that speed it matches the frequency of the shocks and that is what causes it. That is why it goes away at higher speeds.

I just got a Kenda K760 installed on the rear along with a rim lock by a local fellow who mounts and balances tires for $20 (if the wheel is off the bike).
He had an actual tire machine and a nice shop in his garage. He cleaned the rim and used some kind of a lite wire wheel to clean the inside where the bead goes. he put a new rubber strip inside as well. He seemed to do a good job and I was happy, but then he told me it doesn't need to be balanced. He told me he mounts a lot of tires but that when he does knobby tire mounts, that he never balances them. He checked mine just for $hits and giggles and it was a bit off since a rim lock was installed. But he told me I'm never going to notice it. I took his word for it and no weights were installed. Rides perfect, totally satisfied.
