Or as was once posted on advrider.com and probably the best bike advice ive ever read when it comes to buying one, buy it used, buy it at a price you can sell it for and JUST about break even, ride it for a year, sell it move on to whats next on the list at little to no loss and wash rinse repeat. When you find your self lusting over the "one that got away" look for a clean example and make it yours with mods etc.

And if they did then Kawasaki would lose thousands of sales due to licensing laws.

I don't give three craps, just saying that the 351 power is what it should have had from the factory.
