If you can't afford much, do the re-jetting, drill the exhaust and adjust the suspension properly (like Johnnyz62 said if you are over 150lbs get the heavier springs and change the fork oil). Go the 13 tooth. Cheap mods.

I'm with Deej on the gearing change. If you go 13/45 you lose the stock chain anyway so my recommendation would be to keep the 14 tooth up front and go with a 48 tooth in back. They are readily available (same as KLX300) and fairly inexpensive. You can also get a decent o-ring chain, 110 link, from Rocky Mountain ATV, Primary Drive brand. You can also go down to a 13t up front, keep the stock chain, gain some needed performance for cheap. I think the sticky thread at the top of the board has part numbers.
Just to throw another option into the mix, if you are over 150 lbs, I would re-spring the suspension before either the carb or exhaust. For me the suspension work made the bike a ton more fun to ride and more stable, in all terrains. Look here for more info http://www.moto-pro.com/default.asp
