Compression release won't make that noise. Remember some people disable the release by taking off the spring. The only way you hear the compression release hit is at extremely low rpm where the spring would pull it back in and it would rattle. At those rpm it would be fully extended and not make any contact. I am about 99% sure it is the tensioner.

I put in a Kreiger tensioner and all noise is gone. I’ll check valve clearances and take a look at the chain

Glad it wasn't that 1%... that'd cost a lot of money.
