Was I running rich?

I went went with the #128 and drilled the slide. Put in the dynojet needle 3rd clip (with the two small spacers on top-- did you guys use these?) Also installed the kouba screw at 2 turns out right now.
I cleaned the sealant off as well as I could and put it all back together. Just got back from a quick ride and it was running well. Its the first time I've hit the rev limiter since I've had it. It seemed to rev in the higher rpms better

I'd be worried if I found sealant in there... might be a good idea to clean the surfaces and just install a new diaphragm. You don't know if the PO drilled it or not... My '09 DynoJet kit came with a new spring, and did NOT tell me to drill the hole in the diaphragm.
HOT water worked for me several times. I've also let it set out for a while, then put it in the hot water to contract and stiffen it somewhat for easier install. Different DJ kits - my #2206 didn't have a spring, and it called for drilling the slider (not the diaphragm).

yes, the spacers go on top, otherwise the needle may hop around. The spacers keep it fitting tight. Sounds like you're getting close on jetting. My 128 was rich and it would hit rev limiter, and the 124 later was also rich and hit it a little better. 2500+ ft elevation.

My elevation is right around 1000ft.
I turned the fuel screw in to 1 turn to lean it out a bit and see how it ran. I was getting alot more decel pop. When I put in back at 2 turns out the extra decel pop went away. I'm thinking this is right around where I need to be
