Default How would this carb mod work?

found these instructions on another site.. how would getting rid of the needle hole and vaccum hole in the slide on a CV carb actually work..can anyone explain this...

Tuning it up

In standard from the KLX is heavily restricted, so here's the hot set up to make the bike perform in the manner it was supposed to. First of all pull the carburettor slide out and fill the two holes drilled in the top with epoxy resin or similar and smooth off so that it doesn't snag in the body. Alternatively fit a new slide without holes, Kawasaki part #161261382. Remove the airbox snorkel and the spark arrestor in the end of the exhaust. Finally, go up three teeth on the rear sprocket. The result is an extra seven PS and more power everywhere. Sorted!

From what I've heard, the Ausie and Asian bikes have a different slide than the one that comes to the US and Europe. I'm sure that you wouldn't want to fill the hole that the needle goes through.

Yep that's an Aus spec mod that came direct from Kawasaki.
I believe Westoz has done it with good results.
I went straight to pumper.

Yep plug the holes with iguana purple poo. But if you can go pumper. Do a search and results shall be forthcoming. Funny though you Aussies get the bigger exhaust outlet yet the more restricted carb, turn around is pay around I guess.

Info I get is that restricting the carb' in this way is to meet our db noise regs'.
Limits the amount the carb' slide will rise. Effective but dumb.

You ellected them, sweethearts that they are, At there DB speeds your carb slide was rattling more than the exhaust DB's on our exhaust. Note to self never get it on with a sweetheart with false teeth.
