just get a really sweet rack from Home - Cycleracks.com - Your Motorcycle Rack Solution and put cinderblocks on it. Makes it easier when you lean back. I want a video when you get this done though......

There's a lot preference built into your question...and application. I run a 14/47 setup. I do only as much pavement as I have to, but sometimes that turns into quite a few miles making big loops out west to connect some great off road sections. A lot of the off road I do is decently gnarly with spots where some decently low gearing is a necessity to avoid a burned out clutch, or not clearing a climb. This is the best combination I've found. I can cruise about 60mph all day if necessary but still have enough low end grunt not to get into trouble off road. My 60mph is true GPS speed, and I do have a factory 300cc cylinder on the engine, so take that into consideration.

the rear wheel has more torque with the 13 but wheel speed needed to lift the front end takes longer to happen and more right wrist (than with the 14). My solution was to install a quicker turn throttle, and dump the stock street bike throttle.

I've seen the same effect with gearing on other bikes too, it' not just the klx.
