like you blip the throttle and it takes a few seconds for it to return to normal idle rpm ?

look for air leaks around the boots. Have you had the carb off recently?

Hate to ask, but does which way the bars are turned have any effect? does it idle higher when it gets really hot - which is sort of normal

Ruled out the throttle cable. doesn't matter which way the bars are turned. Started a few days after the upgrade . Rejet, snorkle and pipe. Didn't happen right after the upgrade but like 4 days later. I'm at a loss. sometimes it happens, sometimes its normal.

Nope. Smog stuff are all there.

When it happens, make CERTAIN that your throttle mechanism is bottomed out against your idle screw on the right-hand side of the bike, to eliminate any possibility that it's something physical like that.

If it's not, it's either an intermittant air-leak (could be intake boot...check to make sure your carb is sitting square in both boots, and the bands are tight), intermittant vacuum hose leak, float sticking, fuel bowl height maladjustment, slide sticking, or a gremlin. At least, those are my guesses.

I just read your smog stuff is still on. You COULD have some overflow fuel in the system that is causing a problem...I wouldn't know, as I no longer have all that on my bike. BUT, it does complicate things somewhat.
