So If you can run at 70mph with your 14 teeth you will be able to get to 65mpg with a 13th.
Of course all of that varies a lot if you are riding into the wind.

About 1,000 rpm for 10mph in 6th. With 14t 65=6,500rpm 13t 65=7000rpm. Changing tire sizes and even having a worn tire compared to new will throw off gear ratios and the speedo a bit. Running a 13t now and it's good for trails and around town.
