split the feed from the horn and fit a switch in line. Should do the trick.

Use the brown live/unearthed feed from the horn, for your pump (splice in or switch in.) Then run an earth from the pump to the frame. You could use the black earth from the horn, but yes the pump will only work when you press the horn switch. You could also splice the earth for the pump into the black and yellow wire that runs from the horn switch (common earth for a lot of the bikes electrics. )

When I hooked up the Vapor computer, I brought new wires from the battery to the computer and hooked them up directly, without a fuse or anything, as recommended by the manufacturer and others here.

Now I'm thinking of installing a power outlet up front for a phone charger, compressor, coffee pot, toaster, waffle iron, etc. The plan is to splice off that live wire that I pulled from the battery, put in a fuse, then connect to the 12V power outlet.

That'll work just fine. Installing a fuse is a wise move. The splice into the horn feed will only be hot when the ignition is switched. Your Vapor is "hot" all the time, as will any accessory you fit to the vapors feed.

I have a Powerlet feed on my bike . It too is hot all the time and not switched by the ignition. No problems in 2.5 years.

I am not sure. How many ampers are on battery terminals when battery is charging? Most things are designed for 10A and extra power will toast them.
