is it common dealer practice not to give a price

They're not really helpful on the phone, because 1) It makes it easy for other dealerships to shop around and 2) It's a hell of a lot easier for you to hang up, and not buy than if you were there in person and they could get a salesman on you... So you'll never get the best price over the phone.

Ok, so now go in person and negotiate the very best price you can get. Pull all the stops - walk out, make some phone calls, scratch down some notes like you are really doing some serious figuring. Do the back and forth. When you are at the point where you've got the best deal you think you can get, pull out a copy of that e-mail and make them give you another $200 off
