1) It will start cold. Will not start easily warm or when it is hot.
2) Just remove the spring. Others have removed the cam and pressed the ACR out.
Not sure what a kick stand has to do with it.

If you've ever owned a kick start single you will realize the compression release is near vital to have. Otherwise you need to ease the piston over TDC compression using the kick start lever, which isn't easy, to get the engine positioned to kick through and start. I have had a couple Yamaha SR500s and can tell you, you don't just kick away unless you want a damaged ankle or leg. It has a manual release, not automatic, so the trigger has to be pulled to ease the piston just past TDC before kicking. It can be done without the compression release, but it's tedious.
You don't need the compression release on the electric start 250. You can remove the spring and leave the weights free, or cut and fit a piece of steel wire in to hold the shoes outward and immobile. I did the latter just to eliminate the parts moving.
Neither the Yamaha nor Honda have a compression release, nor does the Kawasaki Supersherpa. It is unnecessary. Now the early KLX250 (mid 90s) or 300 have kick start only. They need the compression release.
