The answer is YESSS! I recently installed the Kouba screw with the carb on the bike - so you would only be adjusting the screw that I actually removed.
I had one very useful tool however, basically a "dentists" mirror. A tiny, round mirror on a stick the size of a toothbrush, angled such that i could see (with a flashlight helping) the actual screw. I then used a tiny screwdriver to remove the screw. My buddy (for some, unknown reason) had this mirror. I don't know where you would get one, but it made the job very do-able. I did loosen the clamps on the hoses pre/post carb, so that I could slightly rotate it towards the exhaust side in order to make things a little easier - an I believe I removed the header to get at it too.
Good luck!

I've had some luck using a small slotted tip from those magnetic screw drivers - the tip is about 1.25 inches long.
It's not easy, but I can squeeze my fingers in there and rotate the screw with the driver tip by rolling it between my two index fingers.
But then I went and bought the Motion Pro 90 degree driver - works like a champ.
