The 09's have a screen filter in the line from the tank, just before the petcock. You cannot see it, as it fits into the petcock stub. It could EASILY get clogged. Don't know if the earlier models have this little filter or not.
As far as where to locate a fuel filter...I aways put them prior to the petcock...but, one could argue to put them between the petcock and the carb, to catch any o-ring bits coming out of the petcock.

Good to know about the filter in the petcock,not sure if my 07 has that.
On the 07's there are two lines coming to the petcock from the tank. Easier on mine to put the filter after the petcock.

My '09 is the same. So easier to put the filter just before the carb. Easier to keep an eye on there as well. The lines from the tank to the petcock are a shorter run as well, maybe even too short to put filters there.

I usually run a clear filter between the tank and carb. I also make it a loop so it goes below the carb then back up. This will insure no water gets into the carb and I can see what is in the filter. Pic to follow.

I found part of the problem, or mabye all. The fuel tank wasn't flowing because a vacuum was being created. Took off the gas cap and heard a loud pop and it started right up. 2nd problem now. There are four vents out the bottom of fuel tank.
Removing some of the smog stuff the mechanic capped the first two starting from the front of the engine. I unplugged them and they both flow gas. The third vent runs thru a tube to the bottom of the bike. The 4th, closest to the seat is the fuel line.
Question is, what do I do with the first two vents and how do I get air in the tanks?

I think problem is fixed. The fuel tank wasn't venting and was creating a vacuum so fuel wouldn't flow. I removed the fuel cap and heard a loud pop. The bike immediately started.
2nd problem. How do I get it to vent. There are four metal tubes on the bottom of the fuel tank. Starting from the front, the first two are capped off. the third vents to the bottom of the bike and the fourth flows fuel. I removed the first two and found fuel flowed out. Are these routed properly?

You should also check and make sure your float isn't sticking. If it does it again, tap on the side of the carb with a screw driver handle or something. My friend's CVK on his KLX was doing that a lot last summer.

ON MY BIKE the front two "****" coming out of the tank are vents, the back two are main fuel and reserve fuel which both go to the fuel ****. The vents on MY bike are both vented to under the bike by the rear shock.
One of the two in the front is a drain from around the gas cap and the other one is the true tank vent. I have them tied off out of the way of the choke.
NONE should be plugged this is not smog stuff.

Glad you found the problem. For future reference of others I would suggest to check that you did not acidently run the carb vent lines too close to the header and have them melt shut. I have a "Friend" that did that and the bike one day just would not run.
