klr250 will not start

klr250 will not start
Just bought an 89 klr250 "not running". Previous owner said issue was low compression. I did a compression test and got 105psi full throttle, six kicks.
It does have spark, valves are at 0.09", cam timing marks are ok. Cleaned carb, it looks ok.
Is 105psi normal or low??
Just bypassed the KACR and test went up very little "115psi", this does not seem normal for an 11:1 bike.

You're welcome. I'm assuming it's with the KACR because it doesn't say anything about removing or disabling it. And on a diagnosis page if cylinder compression is higher than usable range, one problem could be KACR not working due to spring damaged or missing, or weight not moving smoothly.

KACR appears ok, I bypassed it for the second comp test and got a little higher reading, but not much.
Pulled the top end and the rings were seized on the piston. IE I could take the piston and slide it into the cylinder without touching the rings (up to the oil control ring which was moving freely). 1st one I have seen this way.
Plus one of the intake valves was leaking.
