"some type of new valve"..

lol.. well. i'm not too familiar with the machine on whether its 2 or 4 stroke.. if its 2... its an "exhaust power valve"

if 4 stroke.. well. intake or exhaust..

chances are, if its actually out of time.. it wont run.
OR it'll be uber pissy.. won't wanna stay running or even start at al..
if the case was apart, and the person who did the reassembly didn't align the splines and return spring and all in the case before putting it on tight..the kick start lever mechanisme inside will not engage.

as far as that "top part of the engine cover.." (i'm guessing 4 stroke now..) thats prolly your valvecover if i'm picturing this right in my head.

may just need a new gasket, if its not a ruber seal.. if it is, you'll need the new seal.. its suppsed to be rubber, anyway.. so you don't hafta replace a friggin gasket EVERY time you adjust the valves and all..

then again, the cover may be cracked.. just gotta brakleen it up real nice, then run it and locate EXACTLY wher ethe leak is, then see if its a gasket or the cover..

replace accordingly.

those parts you can get from the stealership, btw..

good luck, and welcome to KF!!

keep us posted.
