you can pull the line exiting the pump going to the carburetor and turn the motor over with the key and fuel should pulse out of the line. It won't be a steady stream as with an electric pump. It is hardly likely that running it out of fuel killed the pump. My best guess is that you got a piece of trash in the carburetor jetting or sucked up a bit of water from the very bottom of the tank. Try draining the carb bowl with the small screw entering the side of the carb bowl and let it drain out. Then turn the mule over several times to refill the bowl granted the pump is working. Then full choke, pat the accelerator while turning the mule over, and it should start up. If not I would try a new spark plug. Sometimes they will fire outside the motor but under compression they are weaker and partially fouled.
