Default Mule 2510 Ignitor signal to Fuel pump relay

Working on a fuel pump relay issue and I need to verify what signal I should expect from the ignitor to trip the relay. I am getting no voltage out of the BK/BL wire on the relay.

I have 12v power in the BK/W wire from the key switch and I am seeing 12v on BL wire from the ignitor (without the motor running or cranking). Is this correct? I would expect that there should be no voltage from the ignitor when the engine is not turning?

I replaced the Fuel pump relay thinking that would fix the problem, but it has not. I am now suspecting the ignitor? I suppose I could have gotten a bad relay.

Any suggestions?

convert it to a vacuum system it works great

just use a marine boat tank pump bulb between the gas tank and the vacuum pump it will eliminate the need to turn the motor turn over and over before gas gets to pump
