ZX7 motor won't go from midrange to high end

I emailed those guys and got a reply. This was concerning a vulcan. They do not use that part anymore basically and any other info was unobtainable. Long story short, I am not sure.
What is static timing show on this rotor? (does it show the proper 35 degrees that you mentioned and in which you verified with your timing wheel?). What are the running symptoms? just midrange power out with what weight of a rig? Trying to learn here, so please bear with my inexperienced questions.

Yep verified 35 set timing. Midrange to redline power. Its like its being starved of fuel. Sputtering in the straights and feels likes it hits a wall almost like its hitting rev limit but its not even close redline. The car is 930lbs with driver. Tried all kinds of main jets today and nothing seemed to help the problem.
