Default VALVES 97 ZX7

According to the manual in order to adjust the valves , I need to remove the camshafts. In order to remove the camshafts it also says I need to pull the motor out of the frame. Are they serious? There isn't anyway to depress the valves and slip the new shim in? Holy crap, that is a lot of work if it's true. Any one know how?

Cam removal to get to the shim under bucket yes. Engine removal? I measure and adjust my zx7 with the engine still in place.
