i bought a 96 zx6r for 150. it has 11,000 miles. it does not run right now. guy said it needs a battery and stater to run. but doesnt run well. the tank is slightly rusted also. what is all things that should be checked, fixed, and changed. thanks

Change the oil (take a good look at it, but change it), empty the tank, fix/coat the rust or replace the tank, check/replace as needed the chain, tires, battery, starter (?? su****ious about this; did the bike sit around with bad gas and the ownercooked the starter motor??)check fork seals, drain/change the coolant (also look at it, but change it. If necessary, flush the radiator.) Look at the wear on the tires; even/lopsided? Check for alignment (but I'm assuming the bike hasn't been down.) Look for jury-rigged wiring connections and fix them properly (you'll thank me when you get home safely.) Take a peek at the steering stops on the frame (where the forks hit the frame at full turn.) Are they OK or are they bashed? (Just to confirmif the previous owner told you it's never been wrecked...) Why exactly does it not "run well??" Valves and such should still be in spec. What do the old plugs tell you? (A nice color or something else? Maybe<again> trying to run the bike on bad gas???) Air filter OK? Carbs or FI? If carbs, drain the bowls, and clean the jets if its been sitting longer than 6 months. Clutch OK? Cables and/or brake clutch fluids should be drained/replaced.
That should keep you busy for a little while, and help you get familiar with the mechanicals of your bike. Don't laugh. Knowing every nut and bolt comes in real handy whensomething goes wrong in BFE.

i bought this as a project i know its gonna b a while. the bikes been down before. it was used as a stunt bike 2 owners ago. and last owner was a buddy of mine.

It's just me, but I would never want an old stunt bike. They go through a lot of abuse. Jeffzx9 put together a nice list to check through. Mainly, the carbs, fuel, and electrical are where you need to focus your efforts right now. Carburettors get gunked up easily when sitting around for a relatively short period of time. And no, pouring carb cleaner in your gas isn't gonna clean them out. You must disassemble them, and clean everything thoroughly. Change your antifreeze and oil before starting anything though.
