If you're looking to go on the cheap, check out e-bay or maybe a "dedicated" vulcan website. Maybe do a Google for it. If not, see if you can get the old one apart. Keep us posted.

Try "Bike Bandit", "Bear Tooth Kawasaki" or "Dennis Dirk". I believe they all stock aftermarket parts.
You can get a kit to rebuild it
I watched someone do this once. I am no mechanic but it looked like he replaced a small, postage-stamp size
rubber gasket and a couple of "O"rings to re-establish suction of the gas into the carb
He said the most important thing is to have the two surfaces that "sandwich" this gasket as flat as possible
so that no air can enter or escape
He used a file to do this
