Default KDX 125 Water Pressure...help!

I'm looking in to buying a 1994 KDX 125 on ebay but it has a problem and am looking to get some information on it please.

Apparently the problem is the water system has too much pressure as if the head gasket is gone, but it has a new head gasket on so it cannot be that, one of the power valves had sheared its teeth but been replaced.

Any information or help on what the issues are here would be much appreciated, i.e what is causing the problem?, what needs to be done to rectify this?, and how much would it cost?

Here is the link to the ebay listing

Thankyou..

and it has a new press fit bore etc that was listed.

Check your radiator system pressures. Rad cap, water pump capacity . Has the system been flushed? Check your plug as well. Anything different on the exhaust? Like smell, moisture, white smoke? That kind of thing.
