If the fuel shut off is like the one on my 95 ZX7 then yes it is attached to the body work and needs to come off with the tank. I have Sharkskins racing glass and never cut out for the shut off and just tuck it inside, easier then always having to undo it all the time.
Carb sync can be done at the shop and they usually only charge about 65-85 bucks. Well worth it if you do not want to spend the bucks on the carb tuner.

My '90 has an external petcock attached to the body/frame as well, loosen the two screws(and hose to the carb rack of course)on that and the petcock pulls off with the tank.

well lookz like a carbstyx runs $100+++............OUCH.........lol
well on a good note, one more plastic piece and i can send all the plastic off for paint.......lol
ill have to have a stair down with the bike to let her know whoz boss, psych job before i tear into her........lol
