Fuel Starved at High RPMs

Fuel Starved at High RPMs
My bike: 2009 KLX250
The issue:
At high rpms (7-8000) the bike loses power (feels like it's running out of gas, so my guess is it's a fuel flow issue).
Usually if I slow down I can recover it but sometimes I need to pull over and get down to 1st gear to get my power back.
What I'm going to try based on my reading so far:
- check fuel filter
- check fuel cap breather
- check main jet for clogs
- check float position
My question(s):
I don't totally understand why any of the above would be specific to such a high RPM. Can someone expain this?
Does the fuel consumption increase at such a degree that these would only become issues at high RPMs? Is RPM and fuel consumption rate directly correlated?
