Aligning TDC Sprocket and installing CAM

Default Aligning TDC Sprocket and installing CAM

When I line up the TDC and then installthe CAM shafts, the TDC sprocket rotates a little. Is this normal? After I rotate the crank shaft a full rotation, my TDC is off. Is this not supposed to be on TDC 1-4 if you line it up again>

Any help would be appreciated. I've tried this a few times now and it turns out the same each time? In order to get the cam caps on, it takes a little pressure (normal?).

Possibly cam chain tensioner not tightened down enough? Maybe this will hold the chain from turning? The manual says to install tensioner temporarily and cap bolt lightly.
