Default 1998 KLR 250 very hard to start. Help!

I'm trying to sell my bike. 5k miles. I hardly ride it. The shop just drained all fuel and cleaned the carb out. It won't kick over with out me spraying either in air filter. Help? Why won't it start up? I drained the three week old gas and put in high octane yesterday. It ran like crap and kept sputtering on me. suggestions?? Tighten valves? New plug? Oh, and can I Chang plug out taking tank off? I would assume yes. Thanks folks.

I'd take it back to the shop and let them know they haven't fixed it.

If you want to do it yourself then I'd start with the carb. Is the float height properly set? Is the carb reset to factory settings? Is there a fuel filter between the tank and carb? Does fuel flow freely from the tank? What's the condition of the plug?

Thanks for your tips. I just drained the bowl and noted tiny water droplets in fuel. The shop told me they found water in tank and drained the system. I guess not? With this finding I think I need to drain the tank again. Is there a way to get my tank 100% dry before putting clean gas back in? How do I get the low spots of the tank drained well? Thanks

Remove the tank and turn it upside down. Shake it around. Use a clothes hanger or similar wire and tie up a rag on one end and use it to mop up what remains.
