07 Ninja 250R won’t accelerate past 30mph?
I got my first bike recently and am having some issues that I hope you can help me with.
The bike is an 07 but only had 150 miles when I got it from a police auction. Given the low mileage it possibly had not been run for 1+ years. Needless to say I could not get it started when I got it home. First I tried fuel additives and carb cleaner to try to fix it without removing the carbs. I did it get it started but it still was not running well. I ended up pulling the carbs off, cleaning them fully, and putting them back on. While this did make a big difference I still don’t think it is quite right. I can get the bike to about 30 mph but it gets there far slower than it should, just doesn’t have any zip. Once there I am stuck, low and mid gears wont rev higher than about 6-7k and high gears bog down. I know the engine is still breaking in but it should be able to rev higher right? (even if not “recommended”)

A full carb cleaning to me is removing all parts and soaking overnight blow out with air and reassemble.
Double check your cable adjustments, does the choke work? If so what does the bike do? A stuck float will also cause a low speed predicament as well as any plugged fuel filters, screens etc. I prefer to install my gauges and verify the carb sync after a tear down to know for sure.

air filter riped broken too old or need replacing, need filter fluid

fuel switch on, fuel filter replace
did you replace the fuel
side note, replace all fluids and oils, just to be safe.
ohh and most likely the drug dealer before you stashed his drugs in the exhaust.

This is unlikely on a nearly new bike, but your symptoms fit split diaphragms in the carbs.
Another possibility, given the time it's been standing, is gunged up main jets

Sounds like you cleaned the primary jets and maybe not the secondary jets (completely.) Agree with William^. You can burn through as much carb cleaner and fuel as you want, but there's no substitute for taking carbs off and removing (all) the jets. Use a very fine wire or stiff bristle to knock out the crud.
