Question Tricky speedo problem

I have a 2001 vulvan 750 and this is the issue I am having.

I had to replace my speedo gear by the front tire and I replaced my speedo cable to eliminate that variable.

But my speedometer still isnt working, if I detatch my speedo cable from up top and spin my tire as if I was riding my cable does not move, but if I spin my tire backwards my cable moves. I don't know what to do. This is my first motorcycle so I am not sure if when I replaced the gear if I did not hook it up correctly but it seems to only fit one way. Same with the cable. Any help would be greatly appriciated.

Check to see if the wheel gear is properly engaging lugs on the wheel.
