I'd like to ask for some advice about my flooded Ninja 500 engine.

I have replaced my float valves, cleaned my carbs and reassembled my bike but one of the cylinders is flooded! What might be making this happen? I was thinking that it is a stuck float valve, but since they are both new, do you think I just need to re-clean my carbs again??
